The study area need’s a new logical urban system. Today, the city hall appears lost, in the middle of nowhere. We have to implement new housing policy guidelines. First, we must redefine the La Courneuve City hall placed in the center envisaging a new urban way surrounding it. Bearing this in mind, the city hall becomes the guide of the future master plan. The plan of Pergame and the Piazza del Campo of Sienna are built around by leader central monuments. The idea is to place the City hall in the center of its neighborhood in order to construct several perspectives on it. Thus, the futures building will turn towards the city hall like the audiences in an old Greek amphitheater. The project attempts to demonstrate and create visual and physical landmarks for a better spatial understanding. This new center captures the ebb of people from the tramway and train stations by different visuals ways on the city hall.
