In Lithuania, there are two relevant concepts – volunteering (savanoryste, savanoriskaveikla) and voluntary work (savanoriskas darbas). The word ‘volunteer’ also has a military connotation, as ‘volunteers’ (savanoriai) established themselves as semi-military organisations after the restoration of Lithuanian independent state in 1990. There are currently no specific laws regulating volunteering in Lithuania. The concept of volunteering is usually understood by stakeholders and used in the public discourse as involvement of individuals, out of their own free will, in some kind of activities without any remuneration.

The mission of Non-Governmental Information and Support Center (NISC) is the development of the Lithuanian non-governmental sector through the provision of information, technical assistance, consultations and training. In 1997 the Non-Governmental Organization Information and Support Centre established The Volunteer Centre in Vilnius, an independent non-governmental public institution that has been officially registered in 1998. The aim of the Centre is to promote volunteerism in Lithuania among all sectors (NGO's, business, government and individuals) of Lithuania's emerging civil society.
