In Portugal, traditionally, voluntary work was associated to organisations with a religious basis, mainly focused on charity work, In the 20th century new kinds of volunteering organisations promoting human rights, environmental issues, cooperation for development, local development, culture and sport appeared. Nowardays volunteering is connected with social support, solidarity, defence of equal rights and environmental issues. Although the attitude towards volunteering in the Portuguese society has been changing in positive terms, the country has one of the lowest rates of voluntary work in Europe. Through law, volunteering was recognised by the Portuguese government as a way of expressing citizenship. The law establishes the legal framework for volunteering in Portugal.

A Plataforma Portuguesa

 

Created in 1985, The Portugal Platform joined together, at the beginning, 13 non governmental organisations, today it has 49 members. Its aim is to create a contact between non governmental organisations, civil society and public institutions. The Platform's activities are:

- to train the public;

- to make studies and research;

- to organise international conferences;

- to promote politics for development.
