Articles in the first section deal with the recently adopted UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions. Contributions in the second section present a historical review of the democratisation of culture in France. The section on cultural spaces reports on experiences of the interministerial programme on culture, cities and social dynamics. The concluding section is an outlook on consequences for national cultural policy making, looking in particular at cultural industries, regional development and arts education.
