  As usual this magazine presents new developments in the field of cultural policy especially in Germany. The focus section is dedicated to the cultures of memorial and commemoration, an important topic in Germany celebrating the sixtieth anniversary of the end of World War II.

Worth noting is the article by Olaf Schwencke on the 50th anniversary of the European Cultural Convention, taking stock of the Convention's impact and looking at the way ahead. He is very critical of the missing political will of the Council of Europe to continue and update the cultural policy mandate. His article also includes extracts of the two statements he made as expert at the Council of Europe Conference in Wrocław in December 2004; in these he called on the Council of Europe to develop a new cultural policy agenda based on the principle of cultural democracy.

Of further interest is the article by Merkel, CDCULT delegate, presenting the state of negotiations on the draft UNESCO Convention on Cultural Diversity.
