This issue of the journal of the
German UNESCO Commission is a thematic number on the planned Convention on
the Protection and Promotion of the Diversity of Cultural Expressions on
which the UNESCO General Conference will decide in October 2005. Contributions discuss the chances and risks of economic globalisation for cultural diversity and public cultural services. Several authors stress the need for cultural policy to have ample room for action in the promotion of culture. Of special interest is the article by Lüdtke who links cultural diversity with the issue of access to culture and cultural heritage. Another issue is the development and the significance of the planned international agreement. The last two articles deal with GATS (General Agreement on Trade in Services), exploring its relationship to the planned UNESCO convention, as well as the impact the trade agreement will have on Germany's cultural policy.
