The focus section in this number is dedicated to progress and development looking both at the situation in various countries and regions worldwide, including the Maghreb and Russia, and at policy issues such as the millennium development goals and the need for more coherence in foreign and development policy.

Of special interest is Butsenko's article on the situation of the cultural sector in Ukraine after the "orange revolution"; he provides an overview of the current financial, legal and administrative background, rather an obstacle to effective cultural management and development, describes the emergence of an informal cultural scene and independent cultural initiatives, and concludes with concrete recommendations for a new Ukrainian cultural policy.

Worth noting are also a short text by Hinrichs on various models of integration in pluricultural societies, and an essay by Klaic on the cultural activities of the EU which should be based on the European cultural networks that have been more successful in cultural co-operation and exchange than the national administrations.
