"Auditing culture : the subsidised cultural sector in the New Public Management". In: International journal of cultural policy Vol. 10, no. 2 (July 2004), p. 183-202 (ISSN 1028-6632)
This article examines the instrumental turn in British cultural policy during the last two decades. The author describes the changes in the management style of public administration in relation to the political context - covering both the economic arguments under Thatcher and New Labour's rhetoric of social inclusion. The shift towards an evidence-based policy put pressure on the subsidised cultural sector to prove its positive impacts on society and the national economy, and lead to a blurring of the boundaries between research and advocacy and thus to a politicisation of the data collection. However, given the lack of solid data and consistent methodology, proper evidence to justify public expenditure in the arts and culture has not been produced so far. In her discussion of the implications of such an instrumental cultural policy, the author looks in particular at issues of quality measurement. Concluding, she warns against the damaging effects the domination by other spheres of public policy might have on arts and culture.

This publication is an edited collection of papers from a research seminar on identity, diversity, racism and gender in the context of youth work, which was organised by the Council of Europe in 2003 in co-operation with the European Commission. The title reflects the seminar's critical approach to the rhetoric of culture; in fact, a very static perception of culture dominates contemporary discourse and public intervention, neglecting not only other factors of identity - gender, class, sexuality - and the reality of multiple identities, but also has generated dogmatic educational practices for addressing racism and living in multicultural societies. The contributions in the first section deal with the disconnection of cultural experience and geographical space. The second part looks at issues of multiculturalism, citizenship and intercultural relations. The section on racism includes an article by Wrench on diversity management. Another one is by Lentin who argues against the assumption that racism, as a problem of individuals, could be "cured" through intercultural awareness, identifying it instead as political problem inherent in the nation state. The last two sections deal with gender issues (including an article on the veil debate) and youth culture looking in particular at hip-hop.

This guide presents the possibilities for financial assistance from the EU for projects in the field of culture and education at European level. It is aimed at those who want to organise a project with a European dimension and want to know how to obtain Community support. Each programme is presented, on a couple of pages, with aims, eligibility criteria, funding etc. The programmes covered are Socrates (Comenius, Erasmus, Grundtvig, Lingua, Minerva), Leonardo da Vinci, Youth, Tempus, Erasmus Mundus, eLearning, Culture 2000, MEDIA, cooperation with USA and Canada. A list of contact addresses for the main programmes is also provided. The second section briefly presents a variety of actions relevant to the educational and cultural sectors such as the Television without Frontiers Directive, Netd@ys Europe, the Jean Monnet project, Europass-Training, partnerships with civil society, town twinning and the European Year of Education through Sport.

This working paper analyses the dynamics of employment of the cultural sector in the European Union. The first part deals with individual and collective cultural practices and their impact on the employment situation, highlighting sociological and economic factors behind the increase in cultural demand. The second part examines the characteristics of cultural work and explores the ways of developing employment in the cultural sector, as well as in related sectors such as education and tourism. Annexes include statistical information on cultural employment and an overview of EU cultural policy. This paper represents the new economic approach to arts and culture which emerged in the late 1990s.

This supplement to the newsletter of the European Audiovisual Observatory provides a picture of the current measures which exist for the preservation and protection of cinema heritage in Europe. The author starts by analysing the various deposit systems at national level - mandatory as in France, Italy, Norway, Finland and Denmark, or voluntary as in the United Kingdom or the Netherlands. She then goes on to review the relevant initiatives at European level, covering the Convention for the Protection of the Audiovisual Heritage of the Council of Europe and the Proposal for a Recommendation of the European Parliament and of the Council prepared by the European Commission. The following sections look at impact of copyright on preservation and provision of access to deposited films.

This paper presents a brief state of the art in the development of statistical indicators for monitoring and evaluating arts and cultural policies. The author identifies current global resources and activities concerned with cultural indicators. He discusses analytical and coordination problems such as the lack of quality data and vague policy objectives, or the doubling of research efforts. The appendixes include a review of the current literature on cultural indicators, exploring topics such as the relationships between data, indicators and analysis, the various uses of cultural indicators (monitoring, learning, advocacy), or the difference between indicators and statistics. The paper suggests that there is now a wealth of theory about cultural indicators, but that this theory has not yet been successfully transformed into policy practice.

The paper investigates how standard economic analysis could be expanded to account for intangible values that constitute a good life and a good society. The author re-reads some of the classic economists to demonstrate the origins of the limiting economic perspective which leaves aside crucial aspects in the life of humans, communities, organisations and societies. In this light he reviews the concepts of capital, goods and ownership, and proposes to go beyond the economic capital and consider also forms of social and cultural capital. He also introduces the concept of common property as opposed to collective property. However, he offers no solutions for a measurable form of these new capital forms.

This special issue contains a study on the necessity and feasibility of a foreign cultural policy for the European Union. The authors describe the important role of the EU in promoting and supporting cultural co-operation in and outside the EU, highlighting how a European foreign cultural policy is the natural component of a cultural policy at European level. They review the existing actors and tools which could contribute to the implementation of this cultural task. In the annexes they provide concrete proposals and examples of how the current cultural scene could be used for an increased cultural co-operation with third countries, focusing in particular on the European Cultural Foundation. The study is complemented by two commentaries by Lord Maclennan of Rogart and Obuljen and summaries of interviews with Delors and Autissier.

This article deals with the use of artistic creativity in arts advocacy. The authors start by reviewing definitions of creativity, and identify a limited view of artistic creativity in existing advocacy arguments which refer only to the innovative and inventive aspects. They then survey the arts therapy literature, which addresses the reproduction of traditions and affective processes in artistic creation. Due to these emotional dimensions, artistic creativity has a direct impact on psychological and physical health. The authors discuss the application of these psychological findings as evidence in support of the arts and how these could fit into a broader advocacy strategy.

"Using 'economic' impact studies in arts and cultural advocacy : a cautionary note". In: Media international Australia incorporating Culture and policy Vol.98 (February 2001), p. 161-178 (ISSN 1329-878X)
This article critically examines the economic rhetoric in advocacy for the arts and culture and summarises the reasons why economic impact studies, though proliferating, are not good tools for advocating government intervention. After a brief overview of various types of economic impact studies and of how they are used in arts and culture, the author reviews a variety of misinterpretations of economic theory such as equating size with economic importance or contribution, or overstating the impact on the local economy to the detriment of macroeconomic considerations. This study analyses the economic potential of creative industries in Vienna looking at their position on the market and their capacity for innovation and employment. It investigates the local cultural economy of ten different sectors: architecture; audiovisual; visual arts and art market; performing arts; graphic, fashion and design; literature and publishing; multimedia and software; museums and libraries; music; as well as advertising. The introduction defines creative industries and presents their specificities in Vienna. The main section presents a detailed picture of the ten sectors concerning number and size of enterprises, production, turnover, public support, employment and vocational training. The third part is the result of an enterprise survey that targeted issues such as the environment in Vienna, further development, funding procedures, finance and risk capital. As one of the results the study revealed that the local cultural industries are very rich in contents and human capital, but they lack proper exploitation.

The 2003 edition of the development report focuses on the implementation of the Millennium Development Goals that emerged from the United Nations Millennium Declaration adopted in 2000. These goals serve as benchmarks for progress towards development, peace and human rights and are guided by the fundamental values of freedom, equality, solidarity, tolerance (including the respect of cultural differences), respect for nature and shared responsibility. This report presents the progress towards these goals, identifies structural constraints to economic growth and human development, discusses policy options for achieving and implementing the development goals. The regular statistical section does not only include the human development indicators, but also the Millennium Development Goal indicators.
