Published by the European Monitoring Centre on Racism and Xenophobia (EUMC), this number of Equal Voices deals with freedom of speech and it limits to hate speech, taking up the debate following the controversy around the Mohammed cartoons.

Under the title of "The right to offend and the right not to be offended", articles discuss the human right of freedom of expression and possible restrictions, the balancing of rights and responsibilities, the role of the media and stereotypes in the media, religious and racial defamation. The interview with Commissioner Frattini looks in particular at the planned EU Framework Decision on Racism and Xenophobia, proposed by the Commission.
