Worth noticing in this issue are the
brief reports presenting two new international texts: during last year's
September session, the Parliamentary Assembly of the Council of Europe
adopted the Recommendation (2003) 1623 on Rights of National
Minorities which deals with freedom of expression for minorities and
the use of minority languages in broadcasting.
In November 2003 the Council of the European Union adopted a Resolution
on the deposit of cinematographic works in the European Union which refers
explicitly to the Council of Europe Convention for the protection of
audiovisual heritage.
