Iris - Legal Observations of the 
European Audiovisual Observatory

  As usual, this magazine provides news on legal developments in Europe in the fields of broadcasting, cinema and new media.

Of particular importance is the presentation of a recent Green Paper of the Norwegian Ministry of Culture which proposes the introduction of a new Culture Act to increase the status of culture as an area of public responsibility. It also discusses possible constitutional protection of cultural matters in Norway, in order to confirm Norway's commitment to the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions (for more, please see the full article on the Green Paper in the Observatory's Merlin Database).

Also to look out for: the articles presenting the European Commission's endorsements of the new British system of tax relief for film production based on cultural aspects, and of a new German film fund.
