  As usual this magazine presents new developments in the field of cultural policy especially in Germany. This number focuses on the concept of a basic provision of culture. Articles discuss a fundamental right to culture and the role of the state as a public service provider. This is complemented by the opinions of several cultural administrators and policy makers.

Of interest is furthermore an article by the CDCULT delegate Merkel, commenting on the UNESCO preliminary draft text for a Convention on the protection of the diversity of cultural contents and artistic expressions.
