This supplementary issue of the journal
of the German Kulturpolitische Gesellschaft is dedicated to the question
whether Europe needs a cultural foreign policy or not. The main study, by
Dittrich van Weringh and Schürmann, analyses the role of EU as promoter of cultural
exchange and the way in which foreign cultural policy could be implemented
building on existing actors such as the national cultural institutes or the European Cultural Foundation (see also the abstract in the
New
Acquisitions September 2004).
