This number includes several articles of European scope. Of special interest is the one by Autissier who outlines the paradoxical role of culture in the European Union, evident in the dichotomy between lip service and actual EU policy. She attributes this to the lack of political will of the member states to acknowledge the importance of a common cultural policy.

The text by Jacobi and Baron provides an overview of the implications of the (suspended) EU constitutional treaty for culture and cultural services.

Worth attention is furthermore the article by Saez reviewing the results of the EUROCULT21 project on urban cultural policies in Europe including the Compendium of Urban Cultural Policy Profiles. A salient point of critique is that urban cultural policies cannot be approached without the national cultural policy context.

The dossier deals with the various levels of public authorities and competencies in French cultural administration.
