culture's unknown quantity, this issue of the magazine of the Swiss Foundation
for Culture deals with questions of cultural supply and demand, access
and participation. Two articles look at the reorientation of cultural policy
in this regard. Writing from a German and a Swiss
perspective, the authors argue that the supply principle prevalent in
cultural policy needs to be replaced by a clear focus on the demand side in
order to justify the persistence of public cultural services in today's
