This issue is
dedicated to the role of fine arts in the international context. Articles
deal with the use of arts in promotion of national identity, as universal
communication medium in international relations, importance of ethnic
origin in the international arts market, etc.
Of special importance in the European section is
the article by Schwencke on the 50 years of the European Cultural
Convention. He highlights the special role of the Council of Europe in
the field of culture - in particular as catalyst for triggering the
paradigm change in cultural policy towards the social dimension of culture
- and recommends an "update" of the Convention, possibly in
co-operation with the European Union. Interesting also an article by Mann
