Acheson, Keith; Maule, Christopher
"Convention on cultural diversity". In: Journal of cultural economics Vol. 28, no. 4 (November 2004), p. 243-256
This article explores the actual impact an international instrument on cultural diversity can have on the international trade reality. The authors present the concerns of the proponents of an international text, and then go on to analyse the draft Convention on Cultural Diversity, proposed 2003 by the International Network of Cultural Policy (INCP), which constitutes a substantial basis for the planned UNESCO convention. The second part of the article is dedicated to the ways in which WTO rules affect the cultural sector. The authors argue that such an international instrument on cultural diversity will fail to oppose liberalisation of cultural sectors due to the lack of a dispute settlement mechanism for cultural trade issues which is only available within WTO. They suggest the hypothesis that such a convention could be aimed at influencing the future evolution of WTO rules by strengthening the bargaining position of those countries who oppose further increase of trade liberalisation in the cultural sector.

The report mentions the fields sponsored, reasons for positive or reluctant attitudes, advantages and disadvantages of sponsoring. Sponsorship is used as communication and marketing technique, or as business strategy in the context a corporate social responsibility, or as a mix of both. One of the advantages of the arts sponsorship is the clear identification of the audience. The report also includes a section on business sponsoring policy and philosophy. Another section is addressed to arts managers and provides practical advice for making sponsorship proposals, highlighting the need to offer benefits to the sponsors. Council of Europe. Directorate of Culture and Cultural and Natural Heritage; Integrated project "Responses to violence in everyday life in a democratic society"; Dolff-Bonekämper, Gabi (ed.)
Dividing lines, connecting lines : Europe's cross-border heritage. - Strasbourg : Council of Europe, 2004. - 157 p. : photos (some in colours) - ISBN 92-871-5546-1
This publication deals with the heritage of borders in Europe, highlighting their special quality as cultural heritage, as they carry the signs of their intentions and reflect various meanings and interpretations. The eight contributions deal with crossing points; lines of military defence of the First and Second World Wars and the Cold War; the spatial effects of geographical boundaries within cities; new frontiers around cultural communities in large urban areas; the use of architecture to nationalise a territory and to represent the new-found political and territorial unity; imagined frontiers and borders of the mind; maritime borders and multi-ethnic communities in Nice and Rotterdam; and the imagined Celtic realm which only corresponds to a mental territory. By looking at ways how to use the border heritage as values and lessons for present and future generations of Europeans, the authors set out to make new sense of borders and dismantle any remaining - physical or mental - border defences.
